- Die Personalfreisetzung hat in den letzten beiden Jahrzehnten als Folge von Rezes- sionen und erhöhten bzw. geänderten Qualifikationsansprüchen, die nicht mehr durch Fortbildungsmaßnahmen und innerbetriebliche Umschulung abgedeckt wer- den können und somit einen Personalwechsel erfordern, im Rahmen des Personal- managements eine gesteigerte Bedeutung erlangt. Die Personalfreisetzungsproble- matik wurde bisher in der betriebswirtschaftlichen Literatur primär unter den damit einhergehenden rechtlichen und finanziellen Aspekten behandelt. Die mit der Frei- setzung von Personal verbundenen sozialpsychologischen Phänomene und die negativen Imagewirkungen wurden dagegen über eine lange Zeit vernachlässigt. Seit Beginn der 80er Jahre findet das Konzept des Outplacement zur Handhabung von Personalfreisetzungen verstärkt Beachtung. Durch Outplacement-Beratung wird versucht, über eine umfassende Analyse der mitarbeiter- und unternehmens- bezogenen Folgewirkungen von Entlassungen und über den Einsatz von Beratungs- leistungen für den zu Entlassenden und seinen Vorgesetzten zu einer einvernehm- lichen und sozial verantwortlichen Trennung des Arbeitsverhältnisses zu kommen. Die dauerhafte Einführung von Outplacement in der Unternehmung erfordert die systematische Auseinandersetzung mit verschiedenen Entscheidungstatbeständen. Neben der Frage nach den relevanten Einflußgrößen für die inhaltliche Ausgestal- tung der Beratungsprogramme ist dabei der Entscheidung, ob die Beratungsleistun- gen von unternehmensinternen Personen oder aber von externen Beratern erbracht werden sollen, von besonderem Interesse.
